View Related Documents Online The University Council met on September 28, 2022, in the Tate Theater for its first meeting of the 2022-2023 academic year. A quorum being present, President Jere Morehead called the meeting to order at 3:30 p.m. Parliamentarian Usha Rodrigues provided remarks regarding the voting procedures for the meeting to the Council.
 
As the first order of business, the president asked for a motion to approve the minutes of the April 20, 2022, meeting. A motion to approve the minutes was made by Matthew Auer and was seconded by Lisa Nolan. A vote was called, and the minutes were approved.
 
President Morehead then delivered his report to the Council:
  • The president began his report by thanking members for their commitment to serve on the Council for the 2022-2023 academic year and stated he looked forward to working with all members during the year. The president then introduced those who facilitate Council meetings: Professor Luke Naeher, Chair of the University Council Executive Committee; Ms. Fiona Liken, Registrar and Associate Vice President for Instruction, who serves as Secretary of the Council; and Professor Usha Rodrigues of the School of Law, who serves as parliamentarian.
  • The president stated that new personnel had been named to key leadership positions. Dr. Meg Amstutz is serving as the new dean of the Morehead Honors College; Dr. Anisa Zvonkovic is serving as the new dean of the College of Family and Consumer Sciences; Dr. Philip Hong is serving as the new dean of the School of Social Work; Dr. Marisa Pagnattaro is serving as the new Vice President for Instruction.
  • UGA just admitted over 6,200 first-year students in fall semester 2022.
  • The university was recently ranked by US News and World Report as the #16 best public university in the nation. This is UGA’s seventh year in the top 20. Niche also ranked UGA as the #2 college for Best Student Life in America.
  • UGA has been recognized for the ninth consecutive year with an INSIGHT Into Diversity Higher Education Excellence in Diversity Award.
  • The university recently ended its most successful fundraising year in its history with more than $257 million raised to support institutional priorities like scholarships, endowed chairs, and program enhancements.
  • The president submitted for inclusion in the minutes the annual Ombudsperson report that was provided by EOO Director Qiana Wilson.
  • The president stated that the university was closely monitoring the path of Hurricane Ian and had been in contact with the several extended campuses around the state.
  • Before ending his report, the president emphasized the important work before the Council at the meeting, specifically regarding the Council’s last chance to voice its opinion on post-tenure review. The president stated the revised policy is due to the Board of Regents by October 17. Faculty committees have been engaged in this work since last November and will be presenting their unanimous recommendations during the meeting. The president stated that the Council must pass an appropriate policy so that the university can submit it to the Board of Regents by the October 17 deadline. Otherwise, what the USG develops will become UGA policy. The president stated that Council needed to pass proposals today that are consistent with USG guidelines.
  • This concluded the president’s report.
The floor was then opened for the following reports: The following action items were presented to the Council for consideration: During new business, a motion was made by Joseph Fu to add a resolution on tenure presented by Georgia Tech faculty to the meeting agenda. The motion was seconded by Richard Winfield. Discussion occurred on the motion to add the resolution to the agenda. During discussion, a motion was made by William Carter to call the question that was seconded by Mason Barnett. A vote was called, and the motion was approved. A vote was then called on the original motion, and the motion was defeated.
 
The parliamentarian provided a brief explanation on the use of a paper ballot by Council members to record their votes in order to be in compliance with the Open Meetings Act.
 
There being no further new business, the meeting adjourned at 5:09 p.m.
