The University Council met on February 17, 2016 for its third meeting of the 2015-2016 academic year at the Tate Theatre. With a quorum present, President Jere Morehead called the meeting to order at 3:30 p.m.
As the first item of business on the agenda, the minutes of the November 18, 2015 meeting were approved as distributed.
The President then offered the following report to the Council:
- President Morehead began his remarks by introducing to the Council the new Vice President for Marketing and Communications, Karri Hobson-Pape. The President also stated that he is looking forward to welcoming the new dean of the College of Agricultural and Environmental Sciences, Dr. Samuel Pardue. Dr. Pardue will begin his service as dean on March 14.
- Four finalists have been selected in the search to serve as the new dean of the School of Social Work, one of which will be selected to succeed Dean Maurice Daniels. These four finalists will be visiting the campus soon to provide candidate presentations. The President encouraged Council members to attend these presentations. The President thanked those serving on this, and other, search committees, as they provide an essential service to the University.
- The Office of Undergraduate Admissions is now reviewing applications over the next month and expects to release final admission decisions for fall 2016 in late March. Undergraduate Admissions has received 22, 961 applications for fall. The President stated that the quality and diversity of the applicant pool has increased over last year.
- Meredith Paker, a UGA Honors student, has been named a Marshall Scholar, and UGA Honors student Torre Lavelle has been named to the inaugural class of Schwarzman Scholars. Both Meredith and Torre are Foundation Fellows and have participated in experiential learning opportunities. The President stated that he is very proud of Meredith and Torre's accomplishments in earning these awards. The President also thanked all of the faculty, deans, administrators, and staff who have engaged in the planning of the Experiential Learning initiative that is being directed by Dr. Linda Bachman.
- The President stated that he has toured the new Science Learning Center and that it is a remarkable facility. The President stated that the building will transform the opportunity the University has for providing quality science education to students.
- The President delivered in his State of the University address a number of goals and initiatives for the University in the coming year. The President encouraged the Council to review these goals and initiatives and share his optimism regarding where UGA is headed in the coming years.
- Vice President Kelly Kerner has stated that the University is on track for another outstanding year of fundraising. The President is very encouraged regarding where the University is at this point. The trend lines for the capital campaign continue to look very positive.
- Regarding the most recent legislative session in Atlanta, the President stated that his top budget priority remains securing merit raises for faculty and staff. Governor Deal has called for a 3% raise pool for state employees. The President and other university presidents have offered support for this measure. The President stated that the greatest barrier to continued excellence at UGA is ensuring that there is a competitive salary base for the University's best and brightest, and the need to continue to make improvements in this arena each year is a paramount objective.
- The President is also advocating a $5 million renovation of Clark Howell Hall.
- The Board of Regents has announced that there will be no tuition increases at USG institutions in the 2016-2017 academic year. The President shares the Regents' commitment to affordability for students, a commitment the President mentioned in his State of the University address. In the address, the President stated that cost of meal plans, parking, and the Health Center will be frozen. The focus remains on need-based fundraising as a key component of the capital campaign as well as creating new scholarships that are merit-based to support students. The President reiterated that the University remains one of the best values in higher education.
- This concluded the President's report to the Council.

- Brenda Keen, chair of the Human Resources Committee, presented the following proposal:
- Proposal to request that the University System of Georgia study and offer tuition assistance benefits to spouses and dependents of system employees. A discussion occurred regarding the proposal. A concern was raised as to whether or not the proposal was too general and not specific enough in terms of what it is requesting of the USG. As well, a concern was expressed as to whether or not this was the right time to request a USG study of this nature given the University's current budget situation, including merit raises. A defense of the proposal was offered from the floor, stating that there is not a downside to requesting such a study given that many other institutions offer these kinds of programs. Following the discussion, a vote was called and the proposal was approved.
- Silvia Giraudo, chair of the Committee on Statutes, Bylaws, and Committees, presented the following proposal:
The following occurred during the old and new business portions of the meeting:
- Old Business: The President took a moment to recognize Ruth Bartlett, the president of the UGA Alumni Association.
- New Business: During the new business portion of the meeting, a motion was made from the floor to add to the meeting agenda a proposal requesting that the chair of the Faculty Affairs Committee provide brief remarks to (and allow questions from) the Council regarding the topic of annual faculty evaluations and how those will be handled at the department and school/college level that was discussed at the most recent Faculty Affairs Committee meeting. The University Council Bylaws allow the placement of items not on the announced agenda by way of a two-thirds vote of members present and voting. The motion having been made was then seconded and placed to the Council for discussion and a vote. Following discussion, a vote was called on the motion. A division of the vote revealed that the proposal failed to receive the necessary two-thirds support from the Council to approve placing the proposal on the meeting agenda with a vote of 84 in favor and 57 against.
There being no further new business, the meeting adjourned at 4:22 p.m.
