The University Council met on August 12, 2020, via Zoom Webinar for a special meeting called by a
petition coming from over 20 members of the University Council. The purpose of the meeting was to discuss the two proposals listed below.
A quorum being present, President Morehead called the meeting to order at 3:30 p.m. and provided opening
remarks to the Council.
Parliamentarian Usha Rodrigues then provided Council members with guidelines on discussion and voting during the online meeting.
The following two proposals were next
presented as action items by Dr. Laura Bierema of the Mary Frances Early College of Education to the Council for consideration:
- A request for the University Council Executive Committee to immediately form an ad hoc COVID-19 Crisis Response Committee of 12 elected, not ex-officio, members who reflect the current composition of faculty, staff, and students on Council and charge the committee as follows:
- To participate as a legislative stakeholder in the administration's discussions with active COVID task forces and committees by relaying COVID-related views and concerns of members of Council and its standing committees to the administration and collecting its responses.
- To report in writing directly to University Council members and its Executive Committee at least every 30 days on COVID-related status reports and policies.
Following extensive discussion on the proposal, a motion was made to end discussion and call for a vote. The motion was seconded. A vote was called, and the motion to end debate and call for a vote was approved. A vote on the proposal was then called, and the proposal was approved 96-54 with six abstentions.
- That the University Council endorses in its entirety the joint Resolution of the Faculty Senates of the Mary Frances Early College of Education and the Franklin College of Arts and Sciences.
Following extensive discussion on the proposal, a motion was made to end discussion and call for a vote. The motion was seconded. A vote was called, and the motion to end debate and call for a vote was approved. A vote on the proposal was then called, and the proposal was defeated 87-64 with 12 abstentions.
There being no further business, the meeting adjourned at 5:25 p.m.
