The University Council met on April 23, 2009 in the Mahler Auditorium - Georgia Center for Continuing Education Conference Center & Hotel. President Adams called the meeting to order at 3:31 p.m.

The minutes from the March 19, 2009 University Council meeting were approved as distributed.

President Adams thanked everyone that served this year on University Council and the Standing Committees.  He thanked Bruce Hollett, Executive Committee Chair, Dr. Chuck Gruner, Parliamentarian, and Rebecca Macon, Registrar and University Council Secretary for their roles in supporting UC. President Adams recognized Dr. Judith Shaw for her thirty-three years of service to the University of Georgia. Dr. Shaw has helped to change the face of international education at UGA.

  

The report from President Adams included the following:

  1. Veto:  President Adams briefly discussed the veto action he took recently as outlined in his letter dated April 1, 2009.
  2. Offers of Admission:  On March 27, 2009,  the admissions office extended offers of admission to approximately 9000 applicants for the 2009 fall semester.  The deadline for committment deposits is May 1, 2009.
  3. Fountains:  Two fountains on North Campus will be flowing again thanks to the work of the Physical Plant.  The water will be non-potable water collected from air conditioner condensate and from lakes and wells on campus. President Adams thanked the Physical Plant for their work to get these fountains flowing again prior to Commencement on May 9, 2009.
  4. Athletics:  April has been a great month for Georgia athletics. Dr. Adams expressed his congratulations to Suzanne Yoculan and the gymnastics team for their fifth straight national title and their tenth in Coach Yoculan's career. Senior Courtney Kupets set the career record for the most individual titles at NCAA competitions. The Georgia Equestrian team secured the national championship last weekend and the men's golf team claimed another SEC championship.
  5. Upcoming Events:  President Adams mentioned several upcoming events to mark on the calendar:
    • Annual Memorial Service honoring students, faculty and staff who have died during the past year will be held on Tuesday, April 28, 7:00 p.m. North Campus in front of the Chapel.
    • Spring Semester Commencement. Undergraduate ceremony at 9:30 a.m. in Sanford Stadium, rain or shine. In case of severe weather, the ceremony will be divided into sessions at 9:30 a.m. and 11:30 a.m. according to instructions given to graduates. Graduate ceremony at 2:30 p.m. in Stegeman Coliseum.
    • 68th Peabody Awards luncheon. Sponsored by Grady College of Journalism and Mass Communication, ithe Awards Luncheon will be held on May 18 with a reception at 11 a.m. and luncheon and awards program at Noon at the Waldorf-Astoria, New York City.  Brian Williams from NBC will be the host.
  6. Budget Update:  President Adams gave an overview of the budget situation.  Specific information can be found on the slide presentation as well as President Adams' talking points.

  • Provost Search Committee update was given by Dr. Bill Potter. (Attachment g)
  • Student Government Association - No report was given; however Mr. McCarthy introduced the newly elected SGA President, Katie Barlow.
  • Graduate Student Association – (Attachment h)
Professor David Shipley presented the following proposals from the University Curriculum Committee:
  1. Proposal to terminate the Master of Applied Mathematical Sciences degree (M.A.M.S.)currently offered by the Statistics Department.   The vote was called and the proposal was approved.
  2. Proposal to terminate the major in Mathematics under the Bachelor of Arts degree (A.B.)  The vote was called and the proposal was approved.
  3. Proposal to terminate the major in Health Promotion and Behavior under the Master of Arts degree (M.A.)  The vote was called and the proposal was approved.
  4. Proposal for a new Center for Global Health The vote was called and the proposal was approved.
  5. Proposal to change the name of the major in Political Science (M.A., Ph.D.) to Political Science and International Affairs (M.A., Ph.D.). The vote was called and the proposal was approved.
  6. Proposal to offer a Non-thesis option to the existing major in Child and Family Development under the Master of Science degree (M.S.)  The vote was taken. Division was called. A vote by show of hands was taken and the motion passed.
  7. Proposal for new Academic Affairs Policy Statement #19, Substantive Change Policy  The vote was called and the proposal was approved.
Susan Quinlan presented the following proposals from the Educational Affairs Committee:
  1. Academic Calendar for 2010 - 2011 (attachment i) The vote was called and the proposal was approved.
  2. Compact for Responsible Scholarship: A Joint Resolution for Academic Excellence created by the Student Government Association and the Teaching Academy (attachment j )  The vote was called and the proposal was approved.
Elizabeth St. Pierre presented the second and final reading of proposed changes to the University Bylaws from the Committee on Statutes, Bylaws and Committees
  1. Increase the number of ex-officio members The vote was called and the proposal was approved.
  2. Increase the number of student members The vote was called and the proposal was approved.

There being no further business, the meeting was adjourned at 4:53 p.m.
