The University Council met on September 23, 2010 at the R. C. Wilson Pharmacy Building, Room 120. President Adams called the meeting to order at 3:30 pm. The minutes from the April 27, 2010 University Council meeting were approved as distributed.

The report from the President included the following:

  • President Adams welcomed University Council members to the first meeting for academic year 2010-2011. President Adams thanked Jeff Dorfman, chair, Executive Committee, Chuck Gruner, parliamentarian, Rebecca Macon, Registrar and Secretary of University Council, and Kristie Sartain, Office of the Registrar, for their roles in supporting the University Council.
  • President Adams congratulated Dr. Laura Jolly for her new role as Vice President for Instruction and thanked her for her good work as Dean of the College of Family and Consumer Sciences. There will be a national search for Dr. Jolly's replacement as Dean.
  • There are around 4800 new freshmen and the statistics indicated this is the best entering class. The Professional Schools (Pharmacy, Veterinary Medicine and Law) also have strong classes and enrollments.
  • Many of our faculty have been out front on major research issues:
    • Dr. Samantha Joye in the Department of Marine Sciences has received numerous media hits around the world for her work with the oil plumes in the Gulf of Mexico.
    • Pedro Portes, the Goizueta Foundation Distinguished Chair of Latino Teacher Education and his group have received a $2.9 million grant from the Institute of Education Sciences to examine the effectiveness of a teaching method based on small-group dialogue in improving the academic achievement of English language learners in upper elementary grades.
    • Researchers at Warnell School of Forestry and Natural Resources have received a $1.34 million grant from the U.S. Department of Energy to attempt to increase the productivity of trees by genetically modifying certain proteins critical to wood formation. The study could have important implications in using trees as biofuel.
  • We have had several dedications of new facilities :
    • New College has been re-opened after extensive remodeling of administrative offices and the addition of classroom space.
    • Five hundred fifty sophomores and juniors are living in the new residents hall on east campus
  • Faculty hiring initiatives
    • President Adams has authorized a second faculty hiring initiative. Proposals from the Deans are currently being reviewed by the Provost.
    • More than 70 new faculty have been hired this academic year, with several of those appointments made as the result of the first faculty hiring initiative.
  • An RFP soliciting bids for the child care center will soon be posted. The new child care center will be located on the current Navy Supply School property. Sr. VP Tim Burgess is moving expeditiously on that project in anticipation of that property transfer.
    • President Adams invited everyone to the symbolic transfer of the property on October 19th. The Secretary of the Navy, The Honorable Ray Mabus along with Governor Sonny Perdue and President Adams will sign a symbolic transfer of the property.
  • The Ombudsperson program has submitted their two year report. The three ombudspersons feel the program has been an effective resource at facilitating a respectful university environment.
  • The NCAA peer review team was on campus for the NCAA 10 year reaccreditation.  Results of the visit should be available after the first of the year.
  • UGA's SACS Compliance Report was delivered to the SACS Commission on Colleges on September 9. The complete report is available at sacs.uga.edu The work of Dr. Boehmer and his staff is greatly appreciated.
  • The ARCH Foundation Board, The UGA Real Estate Foundation, and The Research Foundation Board have all recently been on campus.
  • Dr. Karen Holbrook, former UGA Provost and now the VP for Research at the University of South Florida, along with the South Florida president and other administrators will be on campus Friday to look at campus facilities and a number of the programs. Dr. Welch Suggs is handling the coordination of the visit.
  • The Campaign for Charities will kick off on October 2. Dr. Barbara Schuster will be this year's chair.
  • Friday, October 8th, the Performing Arts Center is sponsoring a Wind Ensemble Outdoor Concert at 12:30 p.m. on the North Campus quad.
  • The Campaign for UGA topped the $100 million mark again this year. There were over 800 more donors this year which is very encouraging.
  • Homecoming will be October 15th & 16th.
  • Fall break will be October 29th.

  1. Proposals from the Educational Affairs Committee
    1. Request to change Spring Commencement Dates for May 2011 and May 2012.  The vote was called and the proposal was approved.
    2. Pass/Fail Policy revisions.  The vote was called and the proposal was approved.
  2. Proposals from the University Curriculum Committee:
    1. Proposal to terminate the Master of Plant Protection and Pest Management (M.P.P.P.M.) offered by the Department of Horticulture. The vote was called and the proposal was approved.
      (this major will still be offered by the Departments of Entomology, Crop and Soil Sciences, and Plant Pathology)
    2. Proposal for a Master of Biomanufacturing and Bioprocessing (M.B.B.).  The vote was called and the proposal was approved.
    3. Proposal for a new major in Veterinary and Biomedical Sciences (Ph.D.).  The vote was called and the proposal was approved.
    4. Proposal for a Graduate Certificate in Water Resources.  The vote was called and the proposal was approved.
    5. Proposal for a Graduate Certificate in Global Health. The vote was called and the proposal was approved.
    6. Proposal to change the name of the major in Broadcast News (A.B.J.) to Digital and Broadcast Journalism (A.B.J.) The vote was called and the proposal was approved.
    7. Proposal to change the name of the major in Telecommunication Arts (A.B.J.) to Mass Media Arts (A.B.J.) Following a brief discussion, a friendly amendment was made to change the new name from Media Arts to Mass Media Arts. The vote was called and the proposal with the friendly amendment was approved.
    8. Proposal to combine three majors into one new major in Journalism (A.B.J.) The vote was called and the proposal was approved

    9. Proposal for a University-wide undergraduate requirement for a first-year Odyssey Seminar A lengthy discussion took place with Provost Morehead, Dr. Laura Jolly and Dr. Rodney Mauricio fielding most of the concerns presented. The vote was called and the proposal was approved.
    10. Proposal to terminate the following majors offered on the Gwinnett Campus: Early Childhood Education (M.Ed.), Special Education (M.Ed.), Workforce Education (M.Ed.) The vote was called and the proposal was approved.
    11. Proposal to terminate the Coca-Cola Center for International Business The vote was called and the proposal was approved.

There being no further business, the meeting was adjourned at 4:49 p.m.
